Problem: The problem, mostly, is the time period given to establish the new department. The police department currently wants to make it effective by the start of the school year in August. However, hiring the right officers, training them, and constructing the department is problematic given the time period of two and a half months.
Who: Ultimately it is the children who have the problem. The whole point of the article is to provide safety to the public schools. With officials bickering back and forth on policy matters, the children are the people who''s problem isn't being solved, which is complete safety in their schools.

Who: This is the school districts problem. Kids are realizing earlier now that testing is a ridiculous way to measure success. Students are opting out and Florida falls in one of the worst when it comes to test scores. The school district either needs to find better means of testing or suffer the consequences.

People outside of Florida can use this for the rare occasion it does happen to them, but people in Florida will use this every year. The 25 items listed by the veteran will help the Floridians and their hurricane problems.

Problem: This is an entertainment problem. People enjoy going to the beach and with a tropical storm, there isn't much danger, but nothing to do now that all the beaches are stranded.
Who: Gulf Coast residence have the problem here. A big reason people are visiting Florida/Live in Florida are for the beaches. Because of the tropical storm a lot of people's time are being spent indoors and maybe being bored. You are not allowed in the water so people cant enjoy the famous Florida beaches.

Who: The brave people of our military who wake up every day to save our country. Unfortunately, not everyone can make it and it is these people and their families that we try as Americans to keep our praise and honor for them endlessly.
